The enacted ordinance reinstated Bill No. 140439 and changed zoning rules in parts of Center City, including height limits in the Benjamin Franklin Parkway area. It allowed certain retail and commercial services above the ground floor and permitted aboveground accessory parking garages in a specified area near 23rd Street, John F. Kennedy Boulevard, Cherry Street, and the Schuylkill River; the ordinance lapsed on December 31, 2020, except for building permits then in effect.
To reinstate Bill No. 140439 amending Section 14-502 of the Zoning Code, entitled "CTR, Center City Overlay" and Section 14-602 of the Zoning Code, entitled "Use Tables," and to amend Section 14-803 "Motor Vehicle Parking Standards" under certain terms and conditions.
