This enacted ordinance adds two Neighborhood Conservation Overlay District zones, Powelton Village Zone 1 and Zone 2, to Philadelphia’s zoning code in specified areas. It sets rules for residential and commercial properties in those zones, including limits on new residential building height, façade and window designs, utility screening, yard coverage, porches, and certain building materials.

Amending Section 14-504 of The Philadelphia Code, entitled "/NCO, Neighborhood Conservation Overlay District," by adding new areas entitled "Powelton Village Zone 1" and "Powelton Village Zone 2," all under certain terms and conditions.
