The enacted ordinance updates Philadelphia’s refuse and littering rules to replace a repealed Pennsylvania asset-forfeiture citation with the current legal provision for forfeiting property, including vehicles, used in illegal dumping, or “short dumping.” It applies to people and businesses involved in transporting or dumping debris and works with penalties that can include fines, cleanup orders, vehicle or other property forfeiture, and commercial license revocation.
Amending Chapter 10-700 of The Philadelphia Code, entitled "Refuse and Littering," by further amending Section 10-719, entitled "Penalties," to conform with legislation recently enacted by the General Assembly, all under certain terms and conditions.
