The enacted ordinance authorizes the Office of Human Resources, or another office designated by the Mayor, to create rules prohibiting City employees from possessing certain symbols, materials, objects, or characterizations in City-owned or City-occupied facilities. The rules may cover items that employees know, or reasonably should know, could cause anger, alarm, or resentment based on characteristics such as race, religion, disability, gender identity, or sexual orientation, when they are judged likely to disrupt the workplace; the rules may include penalties and enforcement measures.

Amending Chapter 16-300 of The Philadelphia Code, entitled "Maintenance and Supervision," by authorizing the Commissioner of Public Property to promulgate regulations prohibiting City employees from possessing certain symbols, materials, and objects in City-owned or City-occupied facilities; all under certain terms and conditions.
