This enacted bill prohibits street vending on West Olney Avenue between Church Lane and Ogontz Avenue. It creates a special vending district on North 20th Street between West Clarkson Avenue and Belfield Avenue, with eight assigned locations on the west side, vending allowed Monday through Saturday from 8 a.m. to 5 p.m., and priority for vendors who were on the affected Olney Avenue section as of September 25, 2017.

Amending Section 9-203 of The Philadelphia Code, entitled "Street Vendors," by prohibiting street vending on certain portions of Olney avenue and creating a special street vending district on North Twentieth street between West Clarkson avenue and Belfield avenue, all under certain terms and conditions.
