The enacted ordinance revises Philadelphia’s rotational towing system, including requirements for participating towing companies, the city agency responsible for administering it, and the use of smartphones and other technology. It allows the enforcement agency to set towing and storage fees by regulation, with higher maximum towing fees based on vehicle weight, while retaining a $15 administrative fee; the changes take effect after the agency certifies that its regulations and technical support are ready.

Amending Section 9-605 of The Philadelphia Code, entitled "Towing," to revise certain requirements for participation in and provisions for administration of the rotational towing system, and to adjust the fees for tows in the rotational system; all under certain terms and conditions.
