The enacted ordinance prohibits sidewalk vending on West Olney Avenue between Church Lane and Ogontz Avenue. It creates a special vending district on the west side of North 20th Street between West Clarkson Avenue and Belfield Avenue, allowing up to two assigned vendor locations from Monday through Saturday, 8 a.m. to 5 p.m., with initial priority for vendors who were operating on the specified section of West Olney Avenue on September 25, 2017.

Amending Section 9-206 of The Philadelphia Code, entitled "Sidewalk Vendors in Neighborhood Business Districts," by creating a special sidewalk vending district on North Twentieth street between West Clarkson avenue and Belfield avenue, and amending Section 9-205 of The Philadelphia Code, entitled "Sidewalk Sales," to prohibit sidewalk vending on certain portions of Olney avenue, all under certain terms and conditions.
