The enacted ordinance authorizes Philadelphia to organize the Callowhill Business Improvement District as an authority to make business improvements and provide administrative services in the Callowhill district. It establishes a proposed 20-year term, a nine-member unpaid board, and a process for the authority to submit improvement and service plans to City Council, including estimated costs and proposed assessments or service charges that may be subject to property-owner objections.

Authorizing the City of Philadelphia to organize an authority to be known as the Callowhill Business Improvement District, pursuant to the provisions of the Municipality Authorities Act, 53 Pa. C.S. § 5601 et seq., all under certain terms and conditions.
