This lapsed bill would have changed the requirements for Center City sidewalk-vending licenses, including limiting most people to one license, allowing the licensee’s employees to operate the cart, and removing specified vending time periods from the license. It also would have established a lottery for qualified applicants when Center City vending locations became available and added annual inspections and related procedures affecting Center City vendors and the Department.

Amending Chapter 9-200 of The Philadelphia Code, entitled "Commercial Activities on Streets," by amending Section 9-204, entitled "Sidewalk Vendors in Center City," to change certain requirements for vending licenses and the process for obtaining locations for Center City sidewalk vending, under certain terms and conditions.
