This enacted measure clarified Philadelphia’s licensing requirements for Family Child Day Care facilities. Operators of facilities built before March 1978 had to provide certification from a certified lead inspector that the property was lead-free or lead-safe, while facilities built in March 1978 or later could certify their construction date; the measure allowed a temporary exemption from these requirements until January 1, 2020.

Amending Chapter 6-800 of The Philadelphia Code, entitled "Lead Paint Disclosure," to clarify an existing requirement that as a condition of licensing Family Child Day Care facilities built before March 1978 that such facilities be certified as lead safe or lead free, all under certain terms and conditions.
