The enacted measure amended Philadelphia’s fair criminal record screening rules to prohibit City agencies and private employers from asking about or taking adverse action based on an applicant’s juvenile records during employment or licensing. It defines juvenile records and preserves limitations under Pennsylvania law on using criminal records and juvenile adjudications.

Amending Chapter 9-3500 of The Philadelphia Code, entitled "Fair Criminal Record Screening Standards," by adding a section providing for prohibition on consideration of or inquiry about an applicant's juvenile records at any stage of the employment or licensing process, and adding definitions; all under certain terms and conditions.
