The enacted ordinance updates Philadelphia’s realty transfer tax code by replacing gendered terms such as “husband and wife” with gender-neutral terms such as “spouses.” It applies to the section listing property transfers that are excluded from the tax, including transfers between spouses, certain former spouses, family members, and life partners.
