The enacted ordinance creates city procedures for handling people alleged to be criminal or defiant trespassers in residential property, including owner or authorized-agent affidavits, police investigations, and information about legal and housing resources. It also provides for emergency court hearings in ejectment cases, allows removal when the legal requirements are met, prohibits knowingly material false statements used to remove someone, and establishes fines or imprisonment for violations.

Amending Title 10 of The Philadelphia Code, entitled "Regulation of Individual Conduct and Activity," Chapter 10-800, "Safety," by adding a new Section 10-840, "Criminal and Defiant Trespassers," establishing and clarifying procedures to remove criminal and defiant trespassers from real property, all under certain terms and conditions.
