This enacted ordinance amended Philadelphia’s zoning code to authorize funding for qualified Registered Community Organizations to help offset the cost of directors and officers insurance related to the threat of strategic lawsuits against public participation. The Finance Director must report each year to City Council on how the funds were distributed; the ordinance does not make the City liable for actions against an RCO.
Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by revising Section 14-303(11A), entitled "Registered Community Organizations," by providing funding for limited insurance coverage for Registered Community Organizations; all under certain terms and conditions.
