The enacted ordinance amends Philadelphia’s Keystone Opportunity Zone rules and designates listed parcels as the 2018 Philadelphia Keystone Opportunity Expansion Zone. It authorizes tax exemptions, abatements, or credits for real property or business activity tied to those parcels from January 1, 2019, through December 31, 2028, subject to approval and limits set by Pennsylvania’s Department of Community and Economic Development.

Amending Chapter 19-3200 of The Philadelphia Code, entitled "Keystone Opportunity Zone, Economic Development District, and Strategic Development Area," by providing for further Keystone Opportunity Expansion Zones, under certain terms and conditions.
