The enacted ordinance allows Howard Foreman, doing business as Caribbean Feast Restaurant, to own and maintain an existing wood deck, stairs, and ramp that extend into the public footways at 1338–1344 Rising Sun Avenue and Westmoreland Street. The owner must obtain required permits, follow city rules, maintain insurance and other protections, and remove the structures if the City gives notice for a municipal construction project or other authorized reason.
