This enacted ordinance requires Philadelphia’s Labor Standards Unit to oversee contractors’ and subcontractors’ compliance with workforce diversity requirements in certain City contracts. The unit must track contract progress, assess whether contractors are on track to meet workforce goals, investigate complaints, and support enforcement actions or penalties for violations, with appeal rights for contractors and subcontractors.

Amending Chapter 17-1600 of The Philadelphia Code, entitled "Economic Opportunity Plans", by requiring the Labor Standards Unit to monitor contractors and enforce City Contract requirements for Workforce Diversity, all under certain terms and conditions.
