The enacted ordinance changes the Center City zoning overlay by dividing the Market Street East Retail Area into north and south areas with different boundaries. It also adds sign rules for the south area, allowing certain second-floor signs subject to limits on their size and height; these rules affect properties and businesses in the designated areas.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by amending Section 14-502, entitled "/CTR, Center City Overlay" by modifying the boundaries of the Market Street East Retail Area, providing additional regulations, and making related changes, all under certain terms and conditions.
