This enacted ordinance requires businesses seeking certain tax exemptions, abatements, or credits in designated development zones to agree to an Opportunity Plan. The plan must address apprenticeship, internship, training, and permanent job opportunities for students in School District career and technical education programs, including through contractors, business owners, and prospective tenants.
Amending Chapter 19-3200 of The Philadelphia Code, entitled "Keystone Opportunity Zone, Economic Development District, and Strategic Development Area," by requiring that applications for zone designation include Opportunity Plans that provide for apprenticeship and other work opportunities for students enrolled in School District Career and Technical Education Programs, all under certain terms and conditions.
