The enacted measure creates a pilot program for flexible-park auto-sharing organizations, allowing their registered vehicles in a defined service area to avoid certain parking time limits and parking meter or kiosk payments. Organizations must sign agreements with the City, pay fees, follow fleet and vehicle requirements, provide data, and meet other conditions; the program is limited in duration and may be suspended or ended for noncompliance or public-safety, traffic, or parking concerns.

Amending Chapter 12-900 of The Philadelphia Code, entitled "Parking Regulations and Penalties," by adding a new Section 12-918.1, entitled "Parking for Flexible-Park Auto Sharing Organizations," to provide for exemption from certain parking regulations for flexible-park auto sharing organizations, under certain terms and conditions.
