This enacted law changes permit rules for properties in Philadelphia’s Neighborhood Conservation Overlay Districts (/NCO). It requires approval from the Philadelphia City Planning Commission and a building permit for planned construction, expansion, or alteration before a demolition permit can be issued, and bars a demolition building permit unless a permit for a new or modified principal building on the same lot has been issued.

Amending Subcode A of Title 4 of The Philadelphia Code, entitled "The Philadelphia Administrative Code," and Title 14 of The Philadelphia Code, entitled "Zoning and Planning," to revise certain provisions concerning building permits in the /NCO, Neighborhood Conservation Overlay District, and making related changes, all under certain terms and conditions.
