The enacted measure changes Philadelphia’s water, sewer, and stormwater rate rules for schools, charitable institutions, and places of worship receiving discounted “charity water rates.” If a property benefiting from those rates violates applicable prevailing-wage or related requirements, the Labor Standards Unit may require back pay and benefits, compliance, a bond, or suspension of the discounted rates, with appeals allowed through the Board of Labor Standards.

Amending Chapter 13-100 of The Philadelphia Code, entitled "Water, Sewer and Storm Water Rates," to provide for enforcement of prevailing wage provisions of the Code that apply in connection with the receipt of charity water rates, under certain terms and conditions.
