This enacted ordinance provided for a ballot question asking Philadelphia voters whether to amend the Home Rule Charter’s rules for appointed City officers and employees. The proposed amendment would generally allow them to volunteer for state and federal political campaigns outside work and without City resources, while continuing to bar participation in campaigns for City offices or Philadelphia-based state offices, and would revise related penalties; the vote was scheduled for April 28, 2020.

Providing for the submission to the qualified electors of the City of Philadelphia a proposal set forth in a Resolution approved by Council of an amendment to the Philadelphia Home Rule Charter to revise and clarify rules pertaining to prohibited activities of City officers and employees, including the restrictions on City officials and employees with respect to political activities.
