The adopted resolution proposes amending Philadelphia’s Home Rule Charter to call on the Police Department to eliminate unconstitutional stop-and-frisk practices. It states that officers must have reasonable suspicion of criminal activity to stop someone and may not stop people unlawfully because of protected characteristics such as race, ethnicity, gender, sexuality, or religion; the proposed amendment would be submitted to Philadelphia voters on a date set by ordinance.
