This enacted law requires managers of high-rise residential buildings and residential buildings with at least 25 units to create and maintain an up-to-date list of residents, including names, phone numbers, and any voluntarily provided special needs that could help responders during an emergency. The list must be updated at least once a year and kept in hard-copy form on-site; violations may result in a $150 notice of violation.

Amending Chapter 9 of Subcode PM ("The Philadelphia Property Maintenance Code") of Title 4 of The Philadelphia Code, entitled "Additional Special Requirements," to establish requirements for managers of certain buildings pertaining to identification of occupants to better assist responders during emergency situations; all under certain terms and conditions.
