The enacted ordinance provided for Philadelphia voters to decide on November 3, 2020, whether to amend the City’s Home Rule Charter to create an Office of the Victim Advocate. The proposed office would advocate for crime victims and work with victim-services providers on coordination, planning, training, education, and investigations; the ordinance also directed City officials to prepare and publicize the special-election ballot question.
Providing for the submission to the qualified electors of the City of Philadelphia of an amendment to The Philadelphia Home Rule Charter providing for the creation of the Office of the Victim Advocate, as approved by Resolution of the City Council; fixing the date of a special election for such purpose; prescribing the form of ballot question to be voted on; and, authorizing the appropriate officers to publish notice and to make arrangements for the special election.
