The enacted bill revises Philadelphia’s parking tax rates for people who park or store vehicles in city parking facilities and for valet parking transactions. It sets the rate at 25% from July 1, 2020, through June 30, 2021, and 22.5% beginning July 1, 2021; the tax is collected by parking and valet operators. The bill also states Council’s intent to create a review committee that could recommend lowering the rate if parking-industry conditions support stable jobs and advancement for workers.
