This enacted ordinance amends Philadelphia’s rules for contracts that are not competitively bid, including emergency contracts. It allows the Finance Director—or the Council President for contracts entered into by City Council—to approve an exception when delaying a contract would pose a material threat to public health or safety, with certain required disclosures allowed up to 14 days after the contract is signed.

Amending Chapter 17-1400 of The Philadelphia Code, entitled "Non-Competitively Bid Contracts; Financial Assistance," by making revisions, including but not limited to, the exception for emergency contracting; all under certain terms and conditions.
