This enacted ordinance created temporary paid leave for covered Philadelphia workers during declared public health emergencies, including leave for quarantine, illness, medical diagnosis, or caring for affected family members or children whose school or care provider is closed. It covered employees and certain domestic, home-care, food-delivery, transportation-network, and health-care workers, and also changed parts of the city’s paid sick leave rules; the public health emergency leave provisions expired on December 31, 2020.

Amending Chapter 9-4100 of The Philadelphia Code, entitled "Promoting Healthy Families and Workplaces," to establish leave time for public health emergencies, modify existing provisions concerning the paid sick leave, and make technical changes, all under certain terms and conditions.
