This enacted ordinance changes Philadelphia’s landlord-tenant rules, including by prohibiting landlords from evicting tenants without the required court process. Tenants who are illegally locked out may seek police assistance to regain entry, end their lease within 30 days without a penalty, and pursue damages; landlords and others who carry out or assist with these evictions may face fines and other legal consequences.

Amending various sections of The Philadelphia Code to address matters related to the landlord and tenant relationship during the Coronavirus of 2019 pandemic and otherwise, including providing for relief to tenants who have been illegally locked out of their residences and making certain technical changes, all under certain terms and conditions.
