The enacted ordinance amended Philadelphia’s landlord-tenant rules in response to the COVID-19 pandemic. It gave residential tenants who could document a COVID-19-related financial hardship a right to a repayment agreement for past-due rent, generally spread over nine months, and limited certain eviction actions and late charges during the covered period; it also made related changes concerning small-business tenants and city forms and regulations.

Amending various sections of The Philadelphia Code to address matters related to the landlord and tenant relationship during the novel coronavirus of 2019 pandemic and otherwise, including providing for payment agreements for tenants with a certified financial hardship related to COVID-19, and making certain technical changes, all under certain terms and conditions.
