This enacted measure amended Philadelphia’s local bidding preference rules to require an annual percentage goal for the dollar value of city contracts awarded to local business entities. City procurement officials must report how the goal was set, progress toward the previous goal, and any corrective actions planned if the goal was not met; the first goal was required by July 1, 2021, with updates each year.

Amending Section 17-109 of The Philadelphia Code, entitled "Local Bidding Preferences," to amend reporting requirements to require the establishment of local business usage goals and reporting on reaching such goals as a way to assist community businesses recover from the COVID-19 pandemic, all under certain terms and conditions.
