The enacted ordinance authorizes the Mayor and the President of City Council to file incorporation papers for the Philadelphia Poverty Action Fund, a nonprofit intended to reduce poverty and promote an equitable economy in Philadelphia. The fund would use charitable and educational activities and be governed by a 15-member board with representatives appointed by the Mayor, City Council, United Way of Greater Philadelphia and Southern New Jersey, and the board itself.

Authorizing City Officials to file Articles of Incorporation to establish a Non-Profit Corporation that shall be called The Philadelphia Poverty Action Fund for the purpose of reducing poverty in Philadelphia.
