This enacted bill authorizes Philadelphia to enter into a 10-year concession agreement with Bicycle Transit Systems, Inc. to operate, maintain, and expand the City’s public bicycle-sharing system. The agreement provides for up to 2,000 additional bicycles and 200 stations, continued reduced fares and alternate payment methods for low-income and unbanked residents, and up to $500,000 annually from the concessionaire for community engagement and bicycle infrastructure; it requires no City operating or capital funds for the system.
