The adopted resolution proposes amending Philadelphia’s Home Rule Charter to create a Citizens Police Oversight Commission focused on reviewing police conduct, complaints, investigations, discipline transparency, and communication between the community and the Police Department. It would allow City Council to set the commission’s membership, selection process, compensation, powers, and duties by ordinance, and the proposed amendment would be submitted to Philadelphia voters.

Proposing an amendment to the Philadelphia Home Rule Charter to provide for the creation of a Citizens Police Oversight Commission, and to authorize City Council by ordinance to determine the composition, powers, and duties of the Commission; and providing for the submission of the amendment to the electors of Philadelphia.
