The enacted ordinance amended Philadelphia’s landlord-tenant rules for the COVID-19 emergency period. It barred residential landlords from charging late fees, interest on back rent, or similar charges to tenants who experienced COVID-19 financial hardship, allowed tenants to establish hardship by submitting a certification, and required prohibited amounts already paid to be credited toward rent or other financial obligations; it also made technical changes.

Amending Chapter 9-800 of The Philadelphia Code, entitled "Landlord and Tenant," to address matters related to the landlord and tenant relationship during the novel coronavirus of 2019 pandemic, including providing for the temporary waiver of certain fees, and making certain technical changes, all under certain terms and conditions.
