This enacted ordinance creates rules for managing publicly accessible City-owned grounds, including parks, trails, recreation centers, playgrounds, sports fields, and other open land. It prohibits most synthetic herbicide use on those grounds after 18 months, or after 36 months for golf courses and athletic fields, while allowing limited waivers for certain emergencies or invasive species; it also calls for organic land management, advance pesticide-use notices, annual reporting, and a private right of action.

Amending Title 6 of The Philadelphia Code, entitled "Health Code," by creating a new Chapter 6-1300 entitled "Healthy Outdoor Public Spaces," to promote a healthy environment that protects the public from the risks of toxic herbicides by prohibiting their use on all city-owned or used public grounds including but not limited to parks, trails, recreation centers, and playgrounds; establishing reporting requirements; and establishing a private right of action, all under certain terms and conditions.
