The enacted measure establishes licensing rules for homes used as limited lodging, requiring the operator to be a primary resident and requiring a separate license for booking agents that arrange or collect payment for limited lodging and hotel stays. It sets license fees and requires booking agents handling limited-lodging payments to collect and remit Philadelphia’s hotel room rental, tourism and marketing, and hospitality promotion taxes; in the Tenth Councilmanic District, only a property owner who is a primary resident may operate limited lodging.

Amending Chapter 9-3900 of The Philadelphia Code, entitled "Property Licenses and Owner Accountability;" Section A-906, entitled "Property License Fees;" Chapter 14-604, entitled "Accessory Uses and Structures;" and Chapter 19-2400, entitled "Hotel Room Rental Tax," to add and revise provisions related to the use of properties for limited lodging and hotel purposes and to the collection of hotel rental taxes in connection therewith; all under certain terms and conditions.
