This enacted ordinance established paid 2021 Public Health Emergency Leave for eligible Philadelphia employees who have worked for an employer for at least 90 days, generally excluding employees of employers with fewer than 50 workers. Eligible employees could receive up to 80 hours, or an amount based on their schedules, for COVID-19-related illness, isolation, vaccination, caring for family members or children affected by closures, and similar public-health needs; the ordinance also provided job-restoration and anti-retaliation protections and made related technical changes to paid sick leave rules.

Amending Section 9-4116 of The Philadelphia Code, entitled "Public Health Emergency Leave," to establish leave time for public health emergencies, and modify existing provisions concerning the paid sick leave, and make technical changes, all under certain terms and conditions.
