The enacted ordinance amended Philadelphia’s Public Employees Retirement Code to create a limited 2021 early-retirement program for certain eligible employees in the Department of Commerce’s Aviation Division and specified employees working with Philadelphia International Airport. Employees who were vested and within five years of minimum retirement age as of March 31, 2021, could elect to retire and receive early-retirement benefits without the usual reduction, subject to the program’s election, agreement, and expiration rules.

Amending Title 22 of The Philadelphia Code, entitled "Public Employees Retirement Code," by creating an early retirement program for certain employees working in or with the Department of Commerce, Aviation Division, and making certain technical changes, all under certain terms and conditions.
