The enacted ordinance changes Philadelphia’s zoning rules for retail sales by defining drug paraphernalia sales stores as stores that offer or display more than 5% of their display or window area for items commonly related to drug use, including bongs, dab rigs, grinders, and water pipes. It classifies these stores as regulated uses and allows drug paraphernalia sales as an accessory use within medical marijuana dispensaries; the ordinance took effect immediately.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," to revise certain provisions of Chapter 14-600, entitled "Use Regulations," by amending the Retail Sales Use Category and Use-Specific Standards; all under certain terms and conditions.
