This enacted ordinance establishes a program allowing the Department of Licenses and Inspections to arrange urgent repairs for certain serious property-maintenance problems in qualifying multifamily buildings and vacant single-family buildings. If the owner does not make the repairs within one month after receiving notice, the City may do the work and bill the owner; unpaid costs after 30 days may become a lien on the property, and the ordinance takes effect one year after becoming law.

Amending Chapter 9 of Subcode PM ("The Philadelphia Property Maintenance Code") of Title 4 of The Philadelphia Code, entitled "Additional Special Requirements," to establish a program in which the City may perform certain urgent repairs and bill the property owner; all under certain terms and conditions.
