The enacted ordinance changes Philadelphia’s public employee retirement rules for service-connected death benefits during the COVID-19 pandemic. It allows certain City employees who died from COVID-19 contracted while performing qualifying in-person duties between March 6, 2020, and the end of the state disaster proclamation to qualify for these benefits, with a presumption in some cases; represented employees are covered when their union agrees to the terms.

Amending Title 22 of The Philadelphia Code, entitled "Public Employees Retirement Code," by modifying the circumstances when certain City of Philadelphia employees are entitled to service-connected death benefits during the pandemic, and making certain technical changes, all under certain terms and conditions.
