READ AND PASSED

The enacted ordinance adds a requirement for hiring entities to provide covered workers with a workforce and career pathways information sheet containing information about unemployment benefits, job training, and educational opportunities. It covers employees and certain domestic, homecare, health care, food-delivery, and transportation-platform workers; most hiring entities must provide the sheet when employment ends, while food-delivery and transportation companies must provide it when a worker starts or within 30 days. The Department of Labor will create and enforce the sheet, and violations may carry a civil penalty of up to $300 per offense once the required sections take effect.

Amending Chapter 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," by adding a new Chapter related to hiring entities providing covered individuals with a workforce and career pathways information sheet; all under certain terms and conditions.
