The enacted ordinance revises zoning rules in Philadelphia’s Fourth District, including Wynnefield and other commercial review areas. It allows certain RSA-5 lots to be divided into smaller lots under specific conditions, prohibits accessory dwelling units in RSA-5 and CMX-1 districts, and requires special approval for certain retail, food, convenience, and drug-paraphernalia uses, with those uses barred from operating between 11 p.m. and 5 a.m.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by revising and consolidating provisions of Chapter 14-500, entitled "Overlay Zoning Districts," by amending Section 14-524, entitled "/FDO, Fourth District Overlay District," and Section 14-527, entitled "/WYN, Wynnefield District Overlay District," all under certain terms and conditions.
