The enacted ordinance creates a Heliport Hazard Control Overlay District around the Thomas Jefferson University Hospital heliport, covering an area bounded by Sansom Street, 10th Street, Walnut Street, 9th Street, Spruce Street, and 13th Street. It sets maximum height limits for buildings and rooftop equipment, requires certain safety markers or lights for some existing structures, and establishes additional requirements for obtaining height variances in the area.

Amending Chapter 14-500 of the Philadelphia Zoning Code, entitled "Overlay Zoning Districts," by creating a new section, entitled "/HHC, Heliport Hazard Control Overlay District," and making related changes, all under certain terms and conditions.
