The enacted ordinance amends Philadelphia’s water-rate rules for public and private schools, charitable institutions, and places of worship that receive reduced “charity water” rates. It extends prevailing-wage requirements to these entities and allows enforcement remedies, including back pay, reinstatement, a required bond, or ending the reduced water rates until the entity complies; Labor Standards Unit decisions may be appealed.

Amending Section 13-101 of The Philadelphia Code, entitled "Fixing and Regulating Rates and Charges," to extend the prevailing wage provisions of the Code that apply in connection with the receipt of charity water rates and make technical changes, all under certain terms and conditions.
