The adopted resolution proposes a Philadelphia Home Rule Charter amendment changing how many people are selected from eligible civil service lists for vacancies and promotions, with the number to be set by the Personnel Director based on the position and civil service needs. It would also change how many times an appointing authority may reject an eligible person before that person is no longer certified to that authority, and would submit the amendment to Philadelphia voters; if approved, it would apply to lists created six months after the election, not existing lists.
