The enacted ordinance amends Philadelphia’s Economic Opportunity Plans for covered City contracts by defining manufacturers, regular suppliers, brokers, and what counts as a commercially acceptable function. It sets rules for how much participation credit minority-, woman-, and disabled-owned business enterprises (M/W/DSBEs) receive, including full credit for qualifying regular suppliers and supply-and-install work, but generally only fees or commissions for non-stocking suppliers or brokers.

Amending Chapter 17-1600 of The Philadelphia Code, entitled "Economic Opportunity Plans," by establishing new definitions and clarifying the manner in which credit is given for M/W/DSBE participation, all under certain terms and conditions.
