The enacted law changes eligibility rules for members of Philadelphia’s Citizens Police Oversight Commission. For five years before appointment, commission members may not have been sworn employees of the Police Department or members of a union representing a municipal or state police department; the same police-related restrictions apply to members of the panel that selects commissioners.

Amending Section 21-1203 of The Philadelphia Code, entitled "Appointments to Citizens Police Oversight Commission," by revising the qualifications for appointment, all under certain terms and conditions.
